
Keepers are the Bureau's preferred face of the magical sanitation workforce.
Like Humans and Eaters, Keepers are living beings that speak, think, and learn, and while the public often sees them as cute, soft-voiced mascots or helpful sidekicks, the reality is more complicated.
Keepers evolved closely alongside humans, drawn to strong emotional currents - especially hope, determination and clarity. While Eaters consume Ghouls, Keepers stabilize and support the Magical Fighters who contront them. They also handle bureaucratic logistics, track emotional contamination levels, offer frontline support, and - most crucially - serve as the emotional anchors of their human partners.
Most Keepers working today are Bureau-bred, selected and trained for charm, calmness, and efficiency. Their voices are gentle, often descibed as soothing or parental. They're taught to read, write, and speak with eloquence. In many cases, they act as de facto field supervisors and team liaisons - and yet, despite their intelligence and education, Keepers are still treated as subordinates: valued for their usefulness, but rarely given autonomy or recognition.
Unlike Eaters, wild Keepers are still somewhat common, often living quietly in the margins of society. The Bureau views them as unpredictable - too individualistic, too likely to ask difficult questions or ignore chain of command. Domesticated Keepers, by contrast, are trained to be agreeable, diligent and endlessly reassuring.
But those who work closely with Keepers often see what lies behind their polite demeanor: the subtle exhaustion of being expected to soothe everyone but themselves.
To the public, Keepers are loyal, friendly helpers.
To the Bureau, they are field assistants - disposable and replacable.
But to the Magical Fighters they serve beside, Keepers are often the only steady hand in a job that eats people alive.
